Unless its a application wide requirement, I dont try to implement it as CSS level.
I will create another section in read only mode with out required icon and control when to show this readonly section.

It is an application wide requirement. But for some reason every CSS i modified the change is not getting picked up

I tried with private edit pzBaseCore or EndUser but it didnt wor i'm trying to replicate the same actions that are in this article https://pdn.pega.com/customer-process-manager/how-to-restore-the-orange-asterisk-indicating-required-fields-in-cpm-62.

The article pointing in the right direction.
I doubt CSS chagnes works in private edit.. did you validated whether your modified CSS loading onto portal ?
If not, give it a try with regular edit, check in the code and clear server and client browser cache.

When the modified CSS loaded on to Portal and still you see astric symbols on mandatory fileds means, either some other CSS overriding your changes or the changes you have done have issues executing..
Work reverse way... take source code from portal and see which is css showing astrics..
