Unable to Finish Soap Integration Wizard

I'm running the Soap Integration Wizard, and at the last step, when clicking create, I get the following error: Unable to load HRServices:Administrators (~Access Group~): from database

 

I assume the Wizard is trying to update the Access Group with the new production rule set it is adding, and failing, but I have no idea why it is failing. Has anyone seen and overcome this error?
