Funny, I wondered about this same question, but thought it would have a different answer:
Start Date: May 1, 2010, End Date: August 31, 2010, Class = “ABC-LoanRequestFW-Loan-Autoloan”
If it was created on June 6, then it would fall within that range, no? And the class is the same.

Hi Sloaj,
I think in the question the "CreationDate" is not meant to imply that the rule is running at that date. I think its just indicating a date property with a value, but i find the quiz question a bit ambiguous in that regard.
If i understand correctly the circumstanced rule with date range is Time-Qualified circumstance rule, in that case the date range is compared to the actual moment the rule is being selected. So i guess in this case it doesn't apply as the moment of rule resolution the current date is not within the defined range.
