I also do not think it has any significance. What the author was trying to explain was we can invoke a service then do some other work then come back and wait for the service to finish.

The Connect-Wait specifies how long to wait for the connector to return results. RunInParallel allows other processing to occur whilst waiting for the results from the service call but at some point the response is required. The parallel processing steps may be sub second but the service SLA may be 3 seconds, therefore we need to wait those 3 seconds before moving on to the next process.
