Restart of Application Server (PEGA Dev Server)

What are the all the scenarios that need to be verified for requesting the restart of the Application server?
(or)
If the pega environment is not stable?

(For Example: verifying the logs and PLA etc)

Please advice on the same. Thanks in advance.
