Using pega 6.2  sp 2

I know this has been addressed before, however i have not seen a solution that works for my scenario.

I have a Prompt select property in a repeating grid.  I want the user to be able to select from the list for each row in the repeating grid.  The property is ALWAYS editable.  The section Edit Mode is READ/WRITE.  The user selects an Icon from the harness (Perform) which calls a Local Action (Flow Action).  The local action displays the section in Modal Dialog.  I see the PromptSelect property displayed, but it is NOT editable.  When i switch the property to a plain text property, it is editable.  I've tried several different property types, the Radio button did NOT work either.

Is there a solution to this issue?  Was there a hotfix for this?
