Error while testing time off case.

hi,

i am getting the below error when i am in the approve stage while testing the case. 

Resume (fixed) problem flow
     
Flow ManagerApproval
Step Requires VP Approval (Assignment1)
Error

Unable to open assignee's Data-Admin-Operator-ID record Proprietary information hidden.

this happens when i am trying to click the approve in HR Approval Selection in Other Actions Menu. I don't understand where the problem is.
