Duplication of skill to operator rule xml -5.4 to 7 upgrade

Upgrade from 5.4 to 7.1.8

there is an issue with xml of operator record. Whenever we have skills in operator there are getting duplicated..however the rule record is looking good..(open the operator record it looks fine).. There is no duplication of skills on UI.. But when we try to open the view xml..it shows duplication is skills.

It's cause issues to BIX extract and processing jobs .

we have tried all option to save/create brand new; This is same behavior in 5.5 as well and carried to 7. anyone who did upgrade of 5.4 experienced it?

I think there is a class name change happened for skills from PRPC 5.4 Pega 7. Could you please confirm whether duplicate skills in xml are pointing to same "Embed-Data-Admin-Skill" class?

There is an issue with one of the custom trigger which actually creating duplicate skills..A workaround for the extract hs been done.. Instead of using getAllProperties in the exctract rule, try using proeprties that are required for the extract
