Branch not available when creating ruleset

In the lesson on working with branches, I am trying to create a ruleset to go with the branch I just created for EmployeeJobTitle. However, when I get to the Create Ruleset Version screen, the only branch ID available for me to select is "Bad Application." The branch I just created is not available. Any idea why?
