Yes, this is to improve the performance so that all the records are not fetched at once from data source and you can also make it easier to read fewer rows rather than having all the records/rows on the same page.

If the data results comprise more than a single page (approximately 20 rows of data), one may want to specify a paging format.

Based on the type of paging format we can state that it helps in performance or not.

In terms of performance Progressive paging is better than Traditional paging. 

All this are available on a grid when using Report definition as source.
