Why is this Copy of a page list is giving all the record?

The requirement is to display selected records .Each record displayed will have a check box the user clicks on the check box and click on a button.the records which are checked should be added to a duplicate page list. but the entire page list is getting copied. iam attaching the screens of the DT and When Rule and clipboard Page. please help me with this
