Why Apply-Datatransform method not prompting Parameters of Data transform

Is there any specific reason ,why Apply-Datatransform method is not allowing us to pass specific parameters that defined in parameter tab of data transform

Only option we have is ,to pass complete parameter page .

that is expected behavior

Just follow below approach before invoking apply-datatransform  

1. property-set and set all the required parameters you want to pass through the data transform

ex. param.city

3.invoke the apply- datatransform  and enable pass parameter
