When trying to access an external database connection, getting error of managed exceptions: ij000453

Trying to connect to external oracle DB, but due to failed connections exceeding max pool value, new connections are not made. Error: ij000453 appears when trying to connect to the DB.

Please provide a resolution to the failed connections. How can I get rid of the failed connections?
