What does it mean pxRDBIOElapsed?
I can't find any information about this. The event says:
Database queries were executed X times, which accounted for Y% of interaction time.

So when a query runs more than once, it's like a number of tries to make a query?

Not exactly, PAL0005 is a time measurement. It's the total time for I/O operation(s) with DB.
The number of try is another info given as part of this alert
pxRDBIOElapsed is the PAL0005.
That is the total time it took to run queries as part of the interaction.
In your case, one query ran twice for a total time of 19130ms. That's (almost) 100% of the PEGA0001 it is attached to, therefore you got an interaction time alert because of this query.
