What is the difference between Property Optimization and Declare Index?

I have a requirement to expose aggregate properties and the embedded properties within them.  Should I use property optimization or declare index?

We use property optimization for properties to use them in reports and if the property is of type Pagelist or Page group, then we use declare index.
