What is default storage for Passivation ? database or filesystem when "initialization/persistrequestor/storage" not set in prconfig.xml or no DSS created.

Thank you I did some search and found,
If high availability is enabled (<env name="session/ha/Enabled" value="true"/>), the Pega Platform uses database passivation by default, with filesystem passivation available as an alternate method.
If high availability is not enabled, the Pega Platform uses either the configured location (<env name="initialization/persistrequestor/storage" value="database" />) (filesystem or database), or
