Vertical scroll bar hidden in progressive grid when Horizontal scroll also display

In a grid which both has vertical scroll bar and hoizontal scroll bar,

The vertical scroll bar do not display until I scroll the table to the right.

I want the vertical scroll bar to be always displayed.

Is there any solution?
