Unable to install Pega in Windows7 Ultimate.Unable to connect postgress DB error

I am not able to install the Pega latest software in windows 7 ultimate.

Here is the error details

BUILD FAILED C:\Users\****\Downloads\116897_PE8.5.1\pegaGuiInstallerTemp\build.xml:164: Unable to connect to database within 15 seconds.
