In the documentation it says that in order to access configuration sets, add Data-Portal.pxAdministration harness to the landing page on the Portal. However even after adding pxAdministration to relevant records I am not able to see it in the Add Item option of the "Channels and Inteface - > Content -> Navigation -> Add Item. On checking why its not being added I see that the Pega code removes all harnesses that has pyViewRuleName property set.

For pxAdministration harness this property is set.

I wanted to understand the relevance of this property and how to add configuration sets to the portal if I am not able to add pxAdministration harness on the portal navigation
