Traceability and Suppression Rules for a client in two different groups

If there is an issue within which there are two groups and a client belongs to both of these, is there:

a) The possibility of generating traceability between both groups to know what actions have been applied to the client?

b) The possibility of using the information generated from a group to perform a suppression rule on the other group?
