Tool Tip should displayed in 24 hour format

Hi All,

I have a requirement when user select a suitable time tool tip should shown HH:MM 24 hour format.?

I have tired to implement but i found two issues screen shots are attached.

Can any one suggest the approach to tool tip in 24 Hr format.
