Is there a way to extract third party jars that have been imported into PRPC ?
Not sure if this is posssible.
Is there a way to extract third party jars that have been imported into PRPC, the ones that you see in pr_engineclasses table.

Can you clarify if your query is w.r.t the jars which have been shipped by default with the product or the third party jars which have been imported later into customer codeset.

I dont think we have any such way to do so. You can do so but the jars got committed in db as a blob and you need special way to do so. You could delete and re-import it if something went wrong.
One way to get the third party jar which you imported by getting it from the temp directory. Anything you import first gets copied it to pega temp directory. In case you have not deleted or have backup, you could get that from there.
Also, it would be helpful if we know your exact requirement?

I agree with Rajeev, probably the special way he mentioned requires us to write a custom java code to extract the jar files. What files you are looking to extract from DB?

The source of the Jar files got lost somehow, also temp directory got cleared sometime ago.

above statement is bit confusing, what source you are referring to?
Also if temp directory is cleared a while ago then the content inside temp directory should have been re generated on bouncing the server.

You can extract all the jars using Application Package wizard. Designer Studio -> Distribution -> Package.

Another approach to extract jars - In a product rule, click on Query Jars button, it will list all available jars in the application. Select them and extract the jar.
