Symbolic Date Today is ignoring user's default time zone

We noticed two issues with reports ignoring user's default time zone

1.

      Today is resolving to date based on server time in GMT so the date changes to tomorrow while it is only 7PM EST today as per user's default EST time zone .

2. When report content is exported as XLS, the exported file name gets appended with a date, that date is also based on server time in GMT rather as per user's default EST time zone.

@MarokS31  By default pega generates the report name with GMT time zone and this cannot be customized. Following reference links might be useful.
