You can use OOTB pycaseattachment section wherever you want to attach a file.
The files you upload here will get coppied to pega temp directory. "StaticContent\global\ServiceExport"

You can also check the section pzPostFile ( under PegaSocial-Message class ). This is used for pega pulse and has the feature of file upload.
