The error code normally means primary key violation (inserting a record already existing in the table). Did this prevent migration fail or this is just an exception in the log? If it is the later, I would not be too concerned with that. The table is one of the rule assembly cache table, I think it will be rebuilt anyway later on in the upgrade process.
