Set base 64 String (PDF) to a section in PEGA

Hi, I am trying to show a pdf in a section using a base 64 string that is passed to us from an external source. After which I am required to sign on that pdf and return it in base 64 string to the external source. Is that even possible? Currently I am stuck at the first stage. Which is to display the base 64 string in IE. I manage to get it to work in chrome but in IE, nothing works for me.

Any help or suggestions would be much appreciated.
