Send email for every pulse post

Hi All,

Is there any way to send email notifications to all the users of an application when there is pulse post at portal level? Right now, it is ending emails only if we tag someone into the pulse post. But we cannot tag all the users for an application right. Do we have any OOTB way of doing this?
