Send Binary pdf file as attachment in email through activity (not a work object)

Hi Folks, 

I have a scenario where I have one activity where I process my case after successful case creation. There I create one operator if one doesn't exist and send credentials in email. Now I want send one pdf which I'd uploaded under binary file rule with the same email. As it is not related to any work object so I don't want to send as work attachment. If there is any other way to send the said pdf through activity.
