No, I am not talking about reassigning. Use case is really simple as below:

1. User A initiates a flow (screenflow), W-1. User A close the assignment before submission.

2. User B opens this case (W-1). User B is unable to open assignment because the link is disabled. (If the assignment is regular flow, user B is able to open assignment).

In the start shape of the screen flow , there is option to define Routing. Along with that, it also has option to enable "Check Availability"

This is one possible way to avoid such problem.

The other option should be to allow an admin ( having proper privilege ) to manually assign the work to some other user in absence of the user.

However, I dont think allowing all the user to assign any case to them from anyone else worklist is a good idea .
