We are in the process of implementing SSO using SAML. i am looking for any advice/direction on how to migrate to upper environments.

2 approaches that has been suggested now is

1. use global resources to configure upper environments and migrate 1 rule.

2. create a separate SAML rule for each upper environment and migrate all the rules.

any guidance on how to handle this situation is greatly appreciated.
