Sales Automation 7.x exercise system problems

I am getting some random 403 and 404 not found errors from the exercise system. It was working earlier today but now seems to be unavailable. As an example: http://env-35158158103.pegaenablement.com/changeTimezone.jsp

403 ERROR

The request could not be satisfied.
