Ruleset Preferences

I believe Ruleset types are used only to specify rulesets in the application rule. Which ruleset take precedence. Please find the order below. Correct me, if I am wrong.

1.) Production Ruleset

2.)Shared or component Ruleset

3.)Application stake rulesets
