The rules check in functionality causing issue
The rulesets and the operators ID were not configured to allow rulesets checks in. An application and several rules are created. When I configured the ruleset and operator ID to allow check in, all the rules are in a state of locked even though the ruleset version is not locked. What is happening here? How can I get them in a state of check out or checked in without being in a locked state to continue development in the same ruleset version.

Check do you have multiple logins from different nodes / multiple session to a same node.
this may casue the issue as you mentioned. when you face this issue, just check your private rules list and open each rule , there you can see check in.
