I want to Create new REST Service, but the new service could not be save.

I want to Create new REST Service, but the new service could not be save.

** RuleSet 'HRAPP:01-01-01' is not visible from the access group of service package 'api'.

 

I have add my role as PegaRULES:PegaAPI

How Can I fix this?
