Responsive UI design - Is it px or % ?

We are designing a responsive UI . Pega provides option to configure the width,height etc in pixels as well as percentage.

I would like to know whether the design will not be responsive if it configured in pixels. Is this right?

If so, how would I convert the pixels to percentage before configuring.  (Note: The UI requirements have been provided in pixels only ).

Please help.

For responsiveness behaviour, it should be % always. The conversion depends on the layout type you use.
