Question about permissions to control buttons on Runtime Toolbar

Hi, I hope someone can help me.

I am looking at the process for removing access to buttons on the runtime toolbar.

I have just upgraded from Pega 7.3 to 8.3 and for one user, they can now see the Issues Button (the old Alerts button) on the runtime toolbar but no others. So Live UI, Tracer etc is not visible.

I have been unable to find all of the permissions that control access to the Issues button appearing and not appearing. Is there are guide on what permissions control what buttons appearing on the runtime toolbar?
