pxSecuritySnapshot.pxAvailableApps includes PRPC:users, which is not part of Operator's accessgroup list

The page pxThread.pxSecuritySnapshot.pxAvailableApps in system pages is including PRPC:Users in the list however the user doesn't have that access group as part of his operator's profile. I'm not sure how that is getting included in the list.
