pr_operators table related MERGE query causing environment slowness

Hello Everyone,

We are facing application slowness (no new changes introduced) with one of the lower environments and the attached MERGE query related to pr_operators table seems to be causing the blocking.

Any idea about the functionality and what factors can trigger this query alongside steps to resolve the same ? DBA tried killing the blocking sessions but it is not helping.
