Product Catelog and Action(Proposition)

Hi,

Would like to know if product catelog and action(proposition) can reside together or is it like if i use product catelog then Action(proposition) configuration is not required.

Further,If I take specific product catalog to Pega Customer Decision Hub for Communications via rest service, How am I going to use that in NBA framework strategy?If i don't create action using issue and group instead data from product catalog then How ami going to use NBA designer?
