ProcessWaitingNBAOffers Job scheduler configured with real time node says 'No Eligible Node found for job'

I have a wait shape configured in the offer flow with a hand of flow. I see the the records are being queued but not being processed. The Job scheduler ProcessWaitingNBAOffers is enabled with real time node configuration(OOTB). But I see a message in the admin studio that  'No Eligible Node found for job ProcessWaitingNBAOffers'. The application is part of the System Runtime Context and we have real time nodes configured as well.
