Pega rule is pushed down when hover the cursor on rule form in Pega 7.1.7

Hi,

I am noticing PEGA(7.1.7) map rule is pushed down to the bottom of the page, when i place cursor over the rule form. This is happening when i do the following.
1. Opened the map rule
2. Clicked on currently open rules(can be found on right side of pega screen)
3. Hover cursor on map rule form

Can anyone help me on how to resolve the issue.
