Pega New Rule Reference tool in 7.4

After installing new rule reference tool in Pega 7.4, Designer studio is not showing up reference rules window.

Rule reference Component is added in application and i see clipboard is populating with rule reference data. 

Let me know how to enable panel in designer studio.
