Pega Localization in 8.7

Hi Team,

 

 I am trying to explore localization in pega  8.7. I have performed below activities for localization but it's not reflecting in user form.

1. I have created field values in application ruleset.

2. I created localization specific rulesets.

3. I have downloaded  language packs from localization wizard and mofied the xml.

4. I uploaded and tested using locale settings it is working fine but when I ran through user portal localization is not working

 

 

 Need help regarding how can we dynamically change language as per operator id  locale settings. Can  any one  please how can we achieve this
