pega installation 8.6

Hi 

I downloaded Personal Edition of Pega 8.6.. i extract the zip file and installed it .

 

But as soon as the app opens in browser, it pops up a message saying

"No unlocked Rulesets/Versions found that are valid for this record. Unlock at least one Ruleset/Version that can contain records of this type."

 

Any idea how to resolve this ?
