Pega inbuilt functions for writing to the blob

Are there any PEGA functions for writing to the blob like we have for reading pr_read_from_stream?

Not to our knowledge. As far as we know it is not possible to write to the middle of a file.  A BLOB is either implemented as a separate file or "inlined".  There is a reason Pega named this column pzPvStream. Have you tried posting this question to https://pdn.pega.com/community/pega-product-support?
