Not able to see all content in Pega toolkit

One of the user not able to access some of the content in pega express toolkit. For e.g. there is no download button for "Go-no-go Checklist" to download the template, getting access denied for "Agree on KPIs Used to Show Business Benefit" while trying to access below link. https://community.pega.com/system/files/product-resource/Task%201008043%20-%20Agree%20on%20KPIs%20Used%20to%20Show%20Business%20Benefit_0.pptx

 

Is there any option to get access to all the contents in pega toolkit for user or are we not giving access to all users?
