Ideally you should get the label option and its a mandatory field. But from the screenshot seems that, you are getting the "label" as mandatory field.

But it is showing the validation error while saving.  

Provide flowaction name and identifier then click on Create and Open

Click on Add Additional Configuration field options and enter the short description and save the flow action rule.
