Multi factor authentication to one access group

Hi, We have a requirement to limit multi factor authentication to one user access group. For managers, we don’t do have this option enabled. Right now this is part of security policy mapped to an authentication service... Do we have any options to change this behavior?    

Creating another Basic auth service Is an option but we don’t to have different  URLs for same department users.
