Missing critical Hotfixes
Is there any Pega API Service to get the missing critical hotfixes?

No, there isn't an api to get them.
If you have missing hot fixes, you can request them using the My Support Portal. Then raise a request for For something I need.
Then you can go through the process of requesting an existing hotfix.
Then in the details you can provide the hot fix you need. This ID is shown by the hot fix scanner.
When the case gets resolved, you get the hot fix as a download.
