Keyring for BIX command line implementation

We are executing BIX (07-10-33) in command line. Hence we create a BAT file that calls extract rule and extract rule generates XML in given folder location.
We are asked implement Keyring encryption for BIX user name and password (This is for Pega user name/password to resolve Extract rule). So -p parameter value should come from Keyring file. Apparently Keyring is for encryption of Database user name/password in PRConfig file as per PDN.
Therefore 1. Can we use standard Keyring feature to encrypt BIX user name/password for command line (i.e. in BAT file)?
2. If this is possible - Please let us know the exact steps.

Thanks a lot Vikash. I tried generating Keyring file (Attached is bat file - in text) but it gives "could not find or load main class java java com.pega.pegarules.exec.internal.util.crypto.KeyringImpl". We do not want custom cipher but standard Pega encryption would do.
Now what I don't know is - What are the jar files required based on following configuration. As of now we have :

prdbcp.jar

sqljdbc4.jar
prprivate.jar
javaw.jar
Configuaration:
BIX Version : 07-10-33
OS:Windows Server 2012 R2
App server : IBM Websphere

PRPC : PRPC-7.3.1-184
DB: SQL Server 2012

Could you confirm from which path you are running the command.
You have to run the command from the bix folder path.
Also, could you please attach the Pega-RULES logs so that we can have a look on the complete stack trace.
